On the afternoon of Oct 14th, 14:30-16:30, the third graduation education association of Zhejiang Province congress was held in Run Run Shaw S&T building, Yuquan Campus, Zhejiang University. The primary mission was to elect the new council and drew out the blueprint of graduation education association in the next few years. There were 90 representatives from 24 universities also at present.

The Congress consisted of two parts. Prof. Shufeng Yang, Secretary-General of the second graduation education association, former Deputy-Dean of graduate school of Zhejiang University, presided over the first part. Prof. Lu Li made a speech. He praised the contribution to the reform and development of the graduate education, the improvement of the graduate education system and the quality construction of the graduate education by the graduate education association. Meanwhile, he asked the new council to promote the development of graduate education in Zhejiang Province under the new circumstance. He thought that it was necessary for the graduate education to enhance the construction of the key discipline and degree point so that the graduate education mechanism reform and education innovation plan could be executed. Also the graduate education quality control system should be fortified by the construction of the tutors and the construction of academic integrity. To fulfill these goals, the graduation education association should become the think tank, the third party and the academic club to contribute to the degree and graduate education with responsibility and passion. As the administrative department of the graduation education association, Director of Non-government Organization Administration Office of Bureau of Civil Affairs of Zhejiang Province Zhaoxian Chen hoped the graduation education association led by the new council to hold the creed: democratic, academic, dedicative, reputable.

Prof. Zichen Chen, Vice Chairman of the second graduation education association, Vice-Chancellor of Zhejiang University addressed the report of the second council to the delegates. The report is composed of four parts including the academic exchanges, the establishment of <Graduate Education in Zhejiang>, the academic research and the construction of the education system. After the report, he gave the suggestions to the new council: 1, enhance the research on the law of graduate education development; 2, hold the viewpoint that the quality of the graduate education is life; 3, improve <Graduate Education in Zhejiang>; 4, insist on the degree and graduate education consultation; 5, contact the international academic organizations; 6, discover the new way to serve the local economic society; 7, enhance the self-construction.

The delegates allowed the financial report of the second graduation education association and membership fee standard of the graduation education association, and then elected the third council.

Prof. Jianhua Yan, Vice-Provost of Zhejiang University, Deputy Dean of Graduate School held the second part. President Wei Yang addressed the congress. According to the province circumstance and tendency of the graduation education and experience of the first-class foreign university, Wei Yang said that the graduate education association should create a favorable academic atmosphere, especially to resist the scientific misconduct. Besides, the exchanges between the scholars provide a good platform for the reform of graduate education in Zhejiang Province. Universities in Zhejiang Province should undertake the think tank and bring the graduate education to a higher stage to leave important experience for national graduate education.

After the congress, the new council held the first meeting. President of Zhejiang University Wei Yang was elected Chairman; Vice-Chancellor Zichen Chen is Vice Chairman in General; Vice-President of Zhejiang University Maode Lai, Vice-President of Zhejiang University of Technology Songen Sheng, Vice-President of China Academy of Art Zan Wang, Vice-President of Zhejiang University of Traditional Chinese Medicine Jianwei Lian, Vice-President of Zhejiang Gongshang University Renshou Zhang, Vice-President of Zhejiang Sci-tech University Zefei Zhu, Vice-President of Wenzhou Medical College Jianxin Lv, Vice-President of Ningbo University Zhimin Feng, Deputy-Director of the Second Institute of Oceanography Jiabiao Li are Vice Chairman. Vice-Provost of Zhejiang University Jianhua Yan is Vice Chairman and Secretary-General. The new council assigned the missions in the meeting.
